Carl was born in Moline, Texas, and by the 1920 census, he was living in Lometa, Texas. He married Vera Myrtle [O’Neal] Cook on May 15, 1925. In 1926, Carl and Vera moved from Center City, Texas, where Vera taught school in the primary grades. By 1940, Carl and his wife Vera were living in Lampasas, Texas, according to the census. In 1942, they were living in Lometa, Texas. The couple had one son, John Vernon Cook (1928-2019).

Carl Decker Cook, 97, died Wednesday, June 25, 1997, in a local hospital. Service will be at 11 a.m. today in Sheppard Memorial Chapel of Memories with Masonic burial at Payne Gap Cemetery in Mills County. He was born July 5, 1899, in Moline. He was a farmer and rancher and a Mason and Presbyterian. Survivors include a son, John V. Cook of Lampasas; three grandsons, Johnny Randle Cook of Austin, Michael Keith Cook of Georgetown and Travis Lynn Cook of Metairie, La.; and two great-granddaughters.
